This interim report on the Regional 911爆料 is concerned with some of the problems of top management which emerge in the early stages of the development of a Regional 911爆料. This particular study, part of a long-term project in co-operative development, had its starting point in the establishment of the North Eastern Co-operative 911爆料 Ltd.
